Scholarly interests include public conviction registries, residency restrictions and registration laws, their spatial and social impact, and their role in expanding the carceral state. Over the past year, Celia has worked with the Chicago 400 Alliance, a multidisciplinary grassroots campaign organized by people on registries subject to housing banishment and weekly registration, to advocate for policy change in Illinois.
